The Ministry of External Affairs (MEA), Government of India, registers Recruiting Agents under the Emigration Act, 1983, to conduct overseas recruitment and deployment of Indian nationals, and issues each one a Registration Certificate. What MEA registration covers
A registered Recruiting Agent may source, screen and coordinate the deployment of Indian workers for lawful overseas employment, operating within the framework of the eMigrate system, the government's platform for tracking and regulating emigration for employment.
Why this matters for employers
Working with a registered agent means the recruitment process follows a documented structure regulated under the Emigration Act, 1983, rather than an informal or unregulated one. You can verify any agency's registration status directly on the eMigrate portal before engaging their services. We recommend doing this as a standard part of employer due diligence, not just with us.
What it does not mean
MEA registration permits an agency to act as a Recruiting Agent. It does not mean that the Government endorses or guarantees the agency's services, or that the agency acts on behalf of, or with the authority of, the Government. Decisions on work authorisation, visa issuance, emigration clearance and entry permission remain with the relevant government authorities in each case.
