Recruiting Indian workers for the UAE.
The UAE is an ECR (Emigration Check Required) destination. Indian workers who hold ECR passports need emigration clearance through the Government of India's eMigrate system before they travel for a job in the UAE.
On the UAE side, the Embassy of India in Abu Dhabi and the Consulate General of India in Dubai handle attestation of employer documents. The employment contract is then generated in eMigrate, so the terms the worker sees in India are the terms the employer registered.
Emigration clearances issued for the UAE: 71,687 in 2023, 111,308 in 2024 and 200,686 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.

Foreign employer registration
The employer registers on eMigrate as a Foreign Employer. Once the login is issued, documents go to the Embassy of India, Abu Dhabi or the Consulate General of India, Dubai, as applicable, for visa attestation. [3]
Offer letter
The offer letter is obtained from MOHRE (the UAE Ministry of Human Resources & Emiratisation), or prepared by the company where the employer is in a free zone. [3]
Employment contract in eMigrate
After the Embassy attests the visa, the employer generates the employment contract in eMigrate. [3]
Worker-side clearance
The worker takes the Pravasi Bhartiya Bima Yojana (PBBY) insurance policy and applies for emigration clearance on eMigrate, which the Protector of Emigrants reviews before departure. [3]

What to plan for in the UAE.
- Free-zone employers can use an offer letter prepared by the company in place of a MOHRE offer letter.
- Documents are attested by the Embassy of India in Abu Dhabi or the Consulate General of India in Dubai, as applicable.
- Salaries in the eMigrate contract are checked against the Minimum Referral Wage set for the UAE and the job role.
