Saudi Arabia is an ECR destination. According to the Embassy of India in Riyadh, recruitment of workers from India for Saudi employers is done through eMigrate, and workers with ECR passports need emigration clearance before they travel.

India and Saudi Arabia signed an agreement for General Category Workers during the Prime Minister's visit in April 2016, and an agreement covering domestic sector workers in 2014.

Emigration clearances issued for Saudi Arabia: 200,713 in 2023, 167,598 in 2024 and 136,812 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.
