Recruiting Indian workers for Qatar.
Qatar is an ECR destination, so workers with ECR passports need emigration clearance through eMigrate. The Labour & Community Welfare Section of the Embassy of India in Doha attests recruitment documents and registers companies on eMigrate.
When recruitment goes through an Indian recruiting agent, the Embassy's guidance is that the Demand Letter, Power of Attorney and Employment Agreement are first attested by Qatar's Ministry of Labour and Ministry of Foreign Affairs, and then submitted to the Embassy.
Emigration clearances issued for Qatar: 30,683 in 2023, 23,785 in 2024 and 21,907 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.
