Recruiting Indian workers for Malaysia.
Malaysia is an ECR destination. The High Commission of India in Kuala Lumpur publishes an employer checklist for recruiting foreign workers from India through eMigrate: the employer first obtains approval from Malaysia's Ministry of Human Resources (KESUMA) for the number of workers required.
The High Commission has also warned that Indian nationals must not take up employment on tourist visas or visa-free entry. Workers must travel on a proper work permit or visa with reference; that is the only route we recruit for.
Emigration clearances issued for Malaysia: 15,319 in 2023, 5,606 in 2024 and 3,059 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.

KESUMA approval
Apply for and obtain approval from the Ministry of Human Resources, Malaysia (KESUMA) for the required number of foreign workers. [2]
eMigrate registration
Register on eMigrate as a Foreign Employer, using the High Commission's request letter for registration. [1]
High Commission attestation
Get the Power of Attorney to the Indian recruiting agent, the employment contract, sworn affidavit and request letter attested by the High Commission. [2]
Recruitment in India
On the strength of the attested Power of Attorney, the authorised Indian recruiting agent sources, interviews, selects and processes candidates in India on the employer's behalf. [2]

What to plan for in Malaysia.
- The Indian recruiting agent must be on the authorised list maintained by eMigrate; Green Outdoors Global is listed as an active recruiting agent (checked 25 September 2026).
- Visa-free or tourist entry must never be used for work. The High Commission has issued repeated warnings about this.
- The High Commission is moving document submission to an eEmbassy module under FWCMS; check its notifications for the effective date.
