Recruiting Indian workers for Kuwait.
Kuwait is an ECR destination, so workers with ECR passports need emigration clearance through eMigrate. Foreign employers in Kuwait register on eMigrate and apply for demand approval online.
For direct recruitment of ECR-passport workers on Kuwait Visa No. 18 (private sector), the Embassy of India in Kuwait sets out a two-stage attestation: the work contract is first attested in Kuwait, then by the Embassy.
Emigration clearances issued for Kuwait: 48,212 in 2023, 39,862 in 2024 and 47,087 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.

Employer registration and demand

Contract attestation in Kuwait
For Visa No. 18 (private sector), the work contract is attested by the Kuwait Chamber of Commerce & Industry and the Kuwait Ministry of Foreign Affairs. [1]
Embassy attestation
The attested contract is then attested by the Embassy of India in Kuwait. [1]
Demand Letter and Power of Attorney
For bulk recruitment through an Indian recruiting agent, the employer issues a Demand Letter and Power of Attorney; the Embassy advises workers to ask the agent to show them both. [3]
