Recruiting Indian workers for Iraq.
Iraq is an ECR destination. The Ministry of External Affairs' travel advisory of 20 May 2025, still listed as valid, says Indian nationals may consider travelling to Iraq except to five provinces: Nineveh (Mosul), Salahuddin (Tikrit), Diyala (Baquba), Al-Anbar (Ramadi) and Kirkuk. In the other 14 provinces, including the Kurdistan Region (Erbil), Indians may travel, study and conduct business with the required documents and permissions.
The advisory also says Indian nationals travelling for employment should come through the e-migrate portal only, where applicable. We only accept Iraq requirements for worksites outside the five listed provinces.
Emigration clearances issued for Iraq: 1,599 in 2023, 2,761 in 2024 and 1,264 in 2025 (MEA reply to Rajya Sabha Starred Question 75, 5 February 2026, Annexure-A). These counts show Government processing activity for ECR-passport workers, not employer demand.

Employer and Mission steps
The Iraqi employer registers on eMigrate and the job offer is attested by the Indian Mission, for worksites outside the five advisory provinces only; emigration clearance is checked by the Immigration Check Posts (ICPs) on departure. [3]
Visas and permits
Workers travel only with the required work permit and visa. The Consulate General in Erbil notes that Kurdistan Region paper visas and residency do not permit entry to federal Iraq, while Government of Iraq visas cover both. [4]

What to plan for in Iraq.
- We do not recruit for worksites in Nineveh, Salahuddin, Diyala, Al-Anbar or Kirkuk. The requirement form asks you to confirm this.
- For the Kurdistan Region, the Consulate General of India in Erbil explains that visas issued by the Kurdistan Region do not allow entry to federal Iraq; choose the visa type that matches the worksite.
- Current travel and security guidance is reviewed before each deployment, and deployments are feasibility-checked case by case.
